CUSTOMS BROKERAGE OPERATIONS LEAD This position will be responsible for the development and maintenance of a compliant, efficient, and optimal customs import program for SpaceX. Additionally, the position will be responsible for collaboratively identifying solutions and strategies necessary to support the development and implementation of global logistics networks in collaborating with relevant business elements as needed. The individual will also be responsible for supporting internal and regulatory program communications and enhancements to internal and external stakeholders as prudent. The successful candidate will have the ability to classify products according to the Harmonized Tariff Schedule and Commerce Control List and a have a complete understanding of valuation concepts, programs, opportunities, and country of origin determination. The position reports to the Sr. Manager of Logistics within Supply Chain. RESPONSIBILITIES:

  • Broker selection, import clearance processes, and adhere to corporate policies for import brokers, including management of daily international import activities and maintenance of all import shipping documentation as required
  • Manage the relationship between SpaceX and our Customs brokers to ensure they understand our business requirements and are operating appropriately and efficiently, including audit programs necessary to support COO, valuation, etc.
  • Responsible for HTSUS (harmonized tariff schedule of the United States) identification for incoming product, as well as scalable strategies and systems to meet the demands of the business related to timely HTS processing
  • Ensure timely clearance of import shipments and compliance with U.S. Customs and participating government agency regulations. This includes the management of non-SpaceX personnel such as Customs brokers, freight forwarders, as well as internal SpaceX departments and functions. Examples of pertinent government agencies include, but are not limited to:
    • Federal Communications Commission (FCC)
    • Food & Drug Administration (FDA)
    • Environmental Protection Agency (EPA)
    • United States Customs Border Patrol (USCBP)
    • United States Commerce Department
    • International Chamber of Commerce
    • Collaborate with global trade compliance and tax and treasury teams in order to ensure corporate trade policies and pertinent reporting structures are in place to support business needs
    • Support training and education of internal stakeholders and external providers (brokers, 3PL's, etc.) with global trade compliance to support policy development and program rollouts
    • Develop, establish, and manage logistics-brokerage modeling and relationship with respect to operational processes and communications (HTS-brokerage database link, entry cost structures, import/export program adherence, etc.)
    • Maintain a relationship between SpaceX and United States Customs Border Patrol (USCBP) officials
    • Work closely with supply chain, finance, and legal teams to ensure company import compliance, including support in the management of customs periodic monthly statement reconciliation
    • Develop FTZ capability studies, cost analysis, and roadmaps collaborating with relevant business functions necessary to develop structures and processes required to implement FTZ(s) where applicable
    • Develop and manage brokerage alignment for DSP routing, ATA Carnet, and other licensing processes to meet needs and expectations of business (routings/recovery/extensions/etc.) BASIC QUALIFICATIONS:
      • 4+ years of experience with U.S Customs, or international trade regulatory experience
      • Knowledge of US Customs Regulations and Harmonized Tariff Schedule (HTS) classification PREFERRED SKILLS AND EXPERIENCE:
        • Practical and demonstrated experience in managing duty drawback programs, FTA/FTZ evaluation as well as establishment and implementation of import/export compliance programs
        • Operations, logistics and/or supply chain experience
        • Strong analytical, organization, multi-tasking, and process improvement skills
        • Excellent interpersonal and communication skills with ability to discuss problematic issues at all levels within the company
        • Skills in building strong customer service relationships
