Job Summary: The Director Strategic Sourcing, Contracting and Value
Creation (SSCVC) is responsible for all sourcing and contracting
activities related to assigned goods, equipment and services
categories. This role will have oversight of the complete sourcing
and contracting lifecycle for WMCHealth supply chain non-labor
spend. Additionally, the Director SSCVC is responsible for sourcing
and contracting activities that create value for WMCHealth
customers measured by cost, quality and/or outcomes. The scope of
responsibility for such activities encompasses all network members
and partners, as requested, who are part of the WMCHealth network
or affiliated members. The Director SSCVC will seek to create
mutually beneficial relationships with key trading partners and is
responsible for evaluating these relationships on a regular basis.
As part of the Director's responsibility in value creation, this
role will be expected to access and use existing and new technology
and analytics that support the use of business intelligence in
sourcing and contracting decisions, as well as the evaluation of
goods, services, utilized or that may be underutilized, customer
service and trading partner relationships at WMCHealth. The
position is responsible for managing a staff in pursuit of its
activities. The role must ensure administrative compliance with all
applicable laws and policies. Responsibilities: Adhere to and
support the overall Mission, Vision, and Strategies of WMCHealth
Lead sourcing and contracting activities that support the Supply
Chain Strategic plan and its goals of providing WMCHealth customers
with the high-value goods, equipment and services efficiently,
effectively, and in an ethical manner, including consideration for
sustainable products and diverse businesses. Establish and maintain
a SSCVC program that includes all members of the WMCHealth network.
Work with customers to identify and evaluate sourcing needs,
identify qualified vendors to satisfy those needs, and deliver a
solution in a manner that creates value for WMCHealth. Maintain
oversight of the complete sourcing lifecycle, including vendor
qualification, RFP issuance and management, prospective vendor
meetings and evaluations, notification of successful bids, and
post-contract evaluation. Create and maintain a formal value
creation program, including clinical and non-clinical value
analysis, including facilitating the development of business and
clinical cases for new products, equipment and services. Create
metrics to monitor evaluating goods, equipment and services;
communicate performance measures to customers on a regular basis as
part of an overall partner management program. Has oversight of
communication with customers on status of negotiations and
contracts and serves as the overall conduit for communicating
contract calendars and related matters to customers. Maintain a
regular schedule of business reviews with trading partners.
Identify opportunities for strategic programs with existing or new
trading partners. Develop and execute customer focused business
plans and operational strategies that respond to the needs of those
served. The individual in this position is expected to be an
innovator who has the demonstrated ability to implement and execute
a strategic plan and providing that direction to his/her direct
reports. Directs extensive analytics and modeling, including
analysis and interpretation of highly complex data, statistics and
enterprise-wide spend information. Oversees the development and
implementation of advanced analytical solutions into decision
support to enable diagnostic evaluation, predictive planning, and
prescriptive decision making in everyday problem solving across
supply chain functions, and creation of visualizations to convey
powerful and compelling stories that identify significant cost
savings opportunities for the enterprise. Maintains operational
reporting for all Supply Chain functions and interfaces with other
technology owners, such as ERP Program Manager, to access relevant
data and reports. Responsible for optimizing supply chain
automation, technology and solutions in the areas of Decision
Support Informatics, Supply Chain Information System functionality,
Contracting Support, and Operational Performance analytics and is
accountable for leading those activities for the entire health
system. Develop and maintain business intelligence that supports
sourcing and contracting decisions and measures trading partner
value and customer satisfaction as part of a business intelligence
program Identify and assess existing technology and analytics that
support a business intelligence program; identify new business
intelligence needs as required and identify internal and external
resources and/or partners to satisfy these needs. Employs strong
influence and change management skills to advance ideas and
communicate a compelling case for change. Recruit, develop and
retain staff that executes work in an efficient and effective
manner in support of goals, while maintain accountability for that
staff. Creates a culture of high performance and service throughout
the Supply Chain. Eliminate barriers and resolve escalated
procurement issues. Assertively champion a culture of continuous
improvement within the SSCVC function. Other duties and projects as
assigend. Qualifications/Requirements: Experience: Minimum of five
years of management level experience in supply chain management,
contracting, sourcing or a health care area which included
planning, implementation and evaluation of new equipment purchases.
Experience with health care related research, analysis, and
presentation of statistical data, or health care organization
planning in an automated systems environment. Provide quick and
decisive recommendations based on systematic analysis. Thorough
understanding of benchmarking, process mapping, process redesign,
and other cost saving tools with facility using financial,
operational and clinical data to inform decision-making, required.
Education: A Bachelor's degree and five years of experience where
the primary function of the position was reviewing, writing and/or
negotiating of contractual agreements, two years of which involved
the purchase of medical equipment, supplies, and/or services for a
hospital or medical facility and one year of which was at a
supervisory level. Licenses / Certifications: Relevant
certification and/or Lean certification preferred. Other: Special
Requirements: Thorough knowledge of the public competitive bidding
process; thorough knowledge of acceptable and legal business
practices in dealing with product and/or service providers;
thorough knowledge of budget classifications and accounting
classifications against which departmental charges may be made;
thorough understanding of legal aspects and procedures as they
relate to the competitive bidding process and contracts; ability to
carry out extensive research study on specialized hospital, medical
and dental equipment, materials, supplies, and services; ability to
supervise the work of others; ability to meet and deal effectively
with sales representatives and County departmental representatives;
strong negotiating skills; ability to communicate well both orally
and in writing; ability to effectively use computer applications in
performing work assignments; ability to read, write, speak,
understand, and communicate in English sufficiently to perform the
essential duties of the position; initiative; thoroughness;
accuracy; good judgment; physical condition commensurate with the
requirements of the position. Superior interpersonal,
communication, team-development and consensus-building skills.
