Executive Director of Human Resources - -The Executive Director
of Human Resources will plan, lead, direct, develop, and coordinate
thepolicies, activities, and staff of the Human Resource and
Payroll departments, ensuring legalcompliance and implementation of
Rockland Community College's mission and talent strategy. -The
Executive Director of Human Resources is a key management position
with supervisory levelresponsibilities for the development and
execution of College-wide policies and procedures forpersonnel
administration, Human Resource development and all Payroll
functions of the College. TheExecutive Director of Human Resources
will work closely and collaboratively with the Vice
Presidents,Deans, Directors, College legal counsels, as well as all
members of the College community, and futureemployees. -Duties and
Responsibilities: -
- Provides overall leadership and guidance to the Human Resource
and Payroll functions byoverseeing talent acquisition, career
development, succession planning, retention, training,leadership
development, compensation and
- Sets Human Resources and Payroll team objectives and ensures
they are aligned with departmentpriorities and theCollege's
strategic goals and mission.
- Develops and oversees the annual budget process for the Human
Resources and Payroll units ofthe
- Oversees hiring activities to recruit qualified candidates,
including onboarding and ensuringappropriate Ensures that hiring
and employee-related policies are inclusive andpromote
diversity.
- Establishes procedures for and oversees the hiring process
including wage offers, criminalbackground check, Board approval,
receipt of official transcript, I-9 completion, and other
- Supervises, develops, and evaluates staff within the Human
Resources and Payroll unitsand ensures the timely completion of all
requisite
- Develops compensation and classification plans and fringe
benefit administration for current andproposed positions at the
College.
- Ensures job descriptions for all positions are up to date and
necessary County and/or SUNYapprovals have been
- Recommends, establishes, and updates college employment
policies and ensures theyare in accordance with applicable Rockland
County, New York State, and Federal laws and regulations.
- Evaluates procedures and technology solutions to improve Human
Resources and Payroll data
- Advises, supports, and provides training to department managers
and team members onsensitive personnel issues such as coaching,
counseling, restructuring, terminations, transfers,promotions, and
other personnel management
- Serves as liaison between the College and the Rockland County
Office of Personnel regarding theemployment of CivilService
employees and Benefits programs.
- Administers collective bargaining agreements, leads
negotiations, responds to and settlesgrievances, and represents the
College during arbitrations and other labor relations
- Works with department managers and college staff to develop
staffing plans for the College thatare consistent withthe College's
goals and objectives.
- Manages and provides support for the organizational performance
review process includingperformance
- Ensures strict self-adherence and commitment to confidentiality
and professionalism and for thestaff within the
- Participates in Collegewide committees and
- Performs other related duties as may be required or -MINIMUM
QUALIFICATIONS REQUIRED:An earned bachelor's degree in Human
Resources Management or related field; and eight (8) or moreyears
of progressively responsible Human Resources leadership experience;
demonstrated experiencein a unionized environment in educational or
public sector; demonstrated experience in collective bargaining and
contract administration. -PREFERRED -QUALIFICATIONS:An earned
master's degree from an accredited institution in Human Resource
Management,Business Administration Management or related field;
five (5) to seven (7) years of progressivelyresponsible experience
related to Human Resources in a unionized environment in
educational or public sector employment; demonstrated experience in
collective bargaining, contract administration,Civil Service
personnel administration, staff training and development.;
familiarity with ADA, FLSA, FMLA, and other regulations as well as
other Federal and State laws governing employment required.
