Resources-WMC Health Position: Full Time Hours: M-F, 8-4:30 Shift:
Day Job Summary: TheLabor Relations Specialist is responsible for
assisting in the administrationof labor relations policies. This
includes interviewing and evaluating employeerelations matters,
such as work complaints, harassment or discriminationallegations,
performance and conduct concerns, preparing disciplinarydocuments,
settling disciplinary casesprior to hearing or addressing
unionrelations matters. The candidate isresponsible for providing
guidance to departments to ensure compliance withpersonnel rules
and procedures, network policies, contractual agreements, laborand
employment laws (Taylor Law, Fair Labor Standards Act, Americans
withDisabilities Act, New York State Civil Service Law, etc.),
Equal Employment Opportunity compliance, andapplicable health
regulations governing the staffing of hospitals. These duties
require establishing andmaintaining close and effective working
relationships with executive level andmiddle management positions.
Does related work as required. Responsibilities:
Investigates,interviews, collects information and evaluates
employees relations matters suchas harassment allegations,
workplace complaints, performance deficiencies, orother concerns, ,
to determine course of action to be taken.Prepares documents
relatedto employee performance concerns, collective bargaining
agreements, anddisciplinary charges.Prepares reports,collects data
develops summaries, and reports status of Labor Relationsmatters,
case activity, and analysis.Prepares witnesses andevidence to be
used in disciplinary hearings, arbitration, or other legalmatters.
Manages disciplinary cases through all steps of the Civil
ServiceSection 75 procedures.Interprets andadministers all labor
agreements and assists in resolving grievances, includingserving as
hearing officer for grievances.Maintaining ongoingliaison with
unions and union representatives.Serve as HearingOfficer for
grievances.Interprets andimplements procedures for compliance with
New York State Civil Service Law, theTaylor Law, Fair Labor
Standards and Americans with Disabilities Acts.Acts as
arepresentative of the Medical Center in the settlement of informal
and formallabor grievances.Trains, advises andcounsels supervisory
and management staff on effective labor relations,affirmative
action, and personnel practices to ensure compliance to
laws,regulations and policies, and to effectively motivate the
workforce.Qualifications/Requirements: Experience: 1 to 3 years of
experience where the primaryfunction of the position was in human
resources and/or labor relations, oneyear of which must have
included handling employee relations matters, required. Education:
ABachelor's degree, required (preferably in industrial or labor
relations, humanresources, public administration or business
administration, or a combinationof education and related
experience) A Master's degree in one of the abovementioned fields
may be substituted for one year of experience. Educationbeyond the
secondary level must be from an institution recognized or
accreditedby the Board of Regents of the New York State Education
Department as apost-secondary, degree-granting institution.
Licenses / Certifications: Other: Thoroughknowledge of the general
principles and practices and procedures of modernlabor relations,
such as mediation, fact-finding, arbitration,
contractadministration and interpretation, contract negotiation and
public personneladministration; good knowledge of labor and
employment laws including the FairLabor Standards Act, Americans
with Disabilities Act, and Family Medical LeaveAct; knowledge of
the organizational and operational structure and functions ofa
large organization; ability to establish and maintain effective
workingrelationships with executive managers, medical,
administrative and supervisorystaff; interviewing skills; ability
to communicate effectively both orally andin writing; ability to
effectively use computer applications such asspreadsheets, word
processing, calendar, e-mail and database software inperforming
work assignments; ability to read, write, speak, understand,
andcommunicate in English sufficiently to perform the essential
duties of theposition; sound professional judgment; tact;
discretion; initiative; physicalcondition commensurate with the
demands of the position.
